以茶博会为平台促进茶叶强省建设

茶产业一直是浙江重要特色农业产业之一。浙江省委、省政府高度重视茶产业发展,近年来深入践行“绿水青山就是金山银山”重要理念,按照“高效生态、特色精品”的要求,大力推进茶树良种化、茶园生态化、生产机械化、产业品牌化,对茶产业进行深度开发,初步构建起茶产业、茶生态、茶经济、茶旅游和茶文化有机融合、协调发展的现代茶产业体系。


浙江茶产业主要有以下特点:


一是茶文化源远流长。早在三国时期,浙江就已经开始栽植茶叶。到唐宋,浙江的茶区遍及全省。目前,浙江省内拥有国家级绿茶非遗制作技艺4项、省级12项、县级4项,省级红茶非遗制作技艺1项,全省茶叶非遗传承人超过100人;有各类茶文化组织80多个,茶文化宣传、研究、推广活动蔚然成风。


二是结构质量不断优化。初步形成了以绿茶为主导,红、黑、青、白、黄五大茶类和花茶为补充的茶类格局。持续推进茶树良种化,2020年全省无性系良种茶园面积15.4万公顷,无性系良种率75.33%;特异性茶树品种选育和应用走在全国前列。


三是产业产销两旺。“十三五”期间,浙江茶产业发展总体保持持续增长势态,规模和产值均实现5连增。2020年,浙江茶园面积、茶叶产量、产值分别达20.5万公顷、19.1万吨、238.6亿元,均创历史新高。全省茶叶总交易量、交易额分别达15.6万吨、235.5亿元。茶叶年出口量达到14.6万吨,出口额4.47亿美元,均居全国第一,尤其是绿茶,出口量和出口额占到全国总量的半壁江山。


四是品牌效应凸显。有茶叶区域公用品牌40多个,涌现出了西湖龙井、安吉白茶、大佛龙井等一批区域优势品牌。在品牌带动下,茶叶的种植效益逐年提升,全省茶园平均亩产值达8359元。


五是全产业链蓬勃发展。茶精深加工持续壮大,2020年,全省茶精深加工企业增至111家,利用茶叶20.6万吨,产值43.7亿元。茶休闲、茶旅游、茶养生及茶体验等延伸功能不断拓展,培育了西湖龙坞茶镇、松阳茶香小镇、磐安古茶场文化小镇等一批茶业特色小镇,2020年全省涉茶第三产业产值达91.1亿元。茶叶电商快速发展,2020年线上茶产品销售额超7亿元。


站在历史新征程上,浙江茶产业将以绿色生态高效为主攻方向,以中国国际茶叶博览会为重要平台,充分发挥浙江涉茶资源丰富、技术领先、人才集聚、市场聚焦、文化活跃等优势,持续强品牌、兴产业、扬文化、拓功能,不断健全做强茶叶产业链,大力推进茶产业、茶文化、茶生态和茶旅游融合发展,促进浙江从茶叶大省走向茶叶强省。


一是科技支撑。将进一步健全茶产业技术支撑平台,强化茶产业技术团队建设、三农六方合作,实施茶品种选育科技专项,推进茶叶全程标准化、机械化、绿色化生产,提升茶加工水平,全面实现茶叶生产条件改善、茶叶品质提升、茶产品质量安全。


二是品牌引领。将重点做强一批区域公用品牌,打造一批企业品牌,提升一批产品品牌,形成“浙茶”品牌矩阵。


三是数字赋能。全面推广茶叶生产数字技术应用,建设一批茶叶数字化生产基地,一体化推进智慧茶园、智慧茶厂和智慧茶市建设,打造智慧茶业全产业链。


四是平台升级。继续高水平办好中国国际茶叶博览会,同时依托农产品加工园区、现代农业产业园、特色农业强镇等,做大做强茶叶产地市场和服务平台。


统筹做好茶文化、茶产业、茶科技这篇大文章

茶叶是福建重要的优势特色产业。今年3月,习近平总书记在福建考察时强调,要统筹做好茶文化、茶产业、茶科技这篇大文章,坚持绿色发展方向,强化品牌意识,优化营销流通环境,打牢乡村振兴的产业基础。我们将牢记总书记嘱托,奋力谱写福建茶产业高质量发展新篇章。


第一,坚持守正创新,大力弘扬茶文化。


福建是世界乌龙茶、红茶、白茶及茉莉花茶的发源地,茶文化历史悠久、底蕴深厚。我们将致力增强茶文化软实力,积极培育茶产业转型升级新引擎。


着力打造闽茶文化品牌,充分发挥闽茶名茶众多的优势,持续深化安溪铁观音文化节、武夷山“喊山祭茶”、福鼎白茶开茶节等特色茶文化活动,不断挖掘茶文化内涵。


着力提升闽茶文化品位,不断完善福鼎白茶、安溪铁观音茶文化系统,积极申报“全球重要农业文化遗产”,加快培育国家非物质文化遗产茶叶制作技艺传承人、制茶大师,提高福建名茶、名品、名师知名度。


着力扩大闽茶文化影响,持续开展“闽茶海丝行”活动,大力宣传“茶和世界 共品发展”理念,充分发挥在13个国家(地区)设立的“闽茶文化推广中心”作用,搭建更多茶文化展示窗口、经贸合作平台和文化交流桥梁,讲好闽茶故事。


第二,坚持全链条发展,做强做优茶产业。


2020年,福建茶叶单产、总产、茶树良种覆盖率、毛茶产值、全产业链产值、国家级龙头企业数量、中国驰名商标数量等七项指标均居全国前列,茶产业全产业链产值超过1300亿元。我们将坚持全产业链发展,全价值链提升,大力促进茶产业提质增效。


不断优化产业布局,推动优势品种向适宜区域集聚,加快建设安溪铁观音、福鼎白茶等现代农业产业园和武夷岩茶、福建红茶等优势特色产业集群,打造一批茶业强镇强村,形成闽茶产业点线面协同发展新格局。


不断强化龙头带动,培育壮大168家省级以上涉茶农业产业化龙头企业,积极发展农业产业化联合体,创新“联农带农”机制,保障茶农稳定增收,让茶农尽享产业发展红利。


不断深化融合发展,加快建设一批茶庄园,打造一批茶叶特色小镇,提升武夷山“印象大红袍”等茶旅项目,推广茶园生态游、茶乡体验游、茶事研学游等新业态新模式。到2025年,力争实现全省茶叶全产业链总产值超过2000亿元。


第三,坚持创新驱动,持续提升茶科技。


更加注重品种创新,加强茶树优异种质资源保护与利用,加快选育推广特色明显、抗性显著、适制性广的茶树新品种,示范推广金牡丹、瑞香等优良品种,不断优化茶树品种结构。


更加注重数字赋能,拓展福建“农业云131”信息平台功能,实施智慧茶园工程,建立茶园物联网应用基地,推广5G、智能装备等现代信息技术,综合茶叶交易、茶叶大数据、茶产业服务和茶文化推广四大功能,整合优质资源,建设“福茶网”,推动线上线下深度融合,提升现代茶产业核心竞争力。


更加注重技术服务,持续开展百万茶农培训行动,每年培训高素质茶农10万人,远程培训30万人次以上,持续强化现代茶叶产业技术体系,充分发挥科技特派员作用,大力推动茶叶科技成果普及推广。


依托科技创新 突破产业发展瓶颈

中国是茶业大国,拥有全世界60%以上的茶园面积和50%左右的茶叶产量,全世界每两杯茶中就有一杯茶来自中国。尽管我国茶业的综合体量第一大,但存在一些隐忧和发展瓶颈,例如茶叶产销失衡矛盾正在凸显,茶叶生产的劳动力成本攀升,茶叶质量安全隐患依然存在,茶叶出口规模增长速度缓慢,夏秋茶资源利用率偏低等。如何通过科技创新来突破瓶颈?


第一,依托科技创新,提升茶叶品质。要通过选育高香气、高品质成分、高功能成分、高抗逆性的优异茶树品种,来提高茶叶品质。要注重茶树与茶园土壤营养水平精准调控,解决茶园面积快速增长带来的养分失衡、养分缺失问题。要加强茶园病虫草害绿色防控,不断加大生物、物理、生态的防控技术创新和推广。要全面提升名优茶机械化、自动化、标准化加工水平,推进茶叶加工现代技术创新。要加强茶叶品质定向调控加工技术创新研究,利用现代科技精准定向加工我们所需要的色、香、味、形品质。


第二,创新出口茶产品,提高国际竞争力。我国茶叶国际市场拓展的战略路径,可以概括为五个方向、五个途径。五个方向:要从欠发达国家向发达国家拓展,从绿茶绝对主导向多茶类拓展,从低档茶向中高档茶拓展,从散装茶向小包装茶拓展,从传统茶向精深加工茶叶拓展。五条途径:突破质量安全瓶颈,突破成本竞争压力,创新符合国外消费需求的新产品,以科技创新、文化传播影响消费国生活方式和饮茶方式,加快包括跨境电商的营销模式创新。

第三,依托茶叶深加工,高效利用茶资源。茶叶深加工分两个阶段:第一,利用现代技术提取分离纯化主要茶叶功能成分或有效组分;第二,进一步把茶叶有效成分或有效组分,借助茶与健康研究成果,延伸应用到天然药物、健康食品、功能食品、功能饮料、日化用品、环保用品、动物营养品中,研发茶饮料、茶食品、保健产品、美容护肤品等深加工终端产品,助推茶叶向大健康领域跨界升级。我国茶叶深加工的发展,催生了千亿级产业规模。目前,我国速溶茶消费不断增长,茶浓缩汁直接进入终端消费,茶的健康产品日益流行,茶的美容护肤品为国内外现代女性所钟爱。这是传统茶业依托现代高科技向大健康产业延伸的高倍增值过程,也是中国茶产业未来发展的重要方向之一。


第四,研究茶的健康功能,驱动茶叶健康消费。现在,茶不单单是一种生津止渴的饮品,更是一种安全的健康产品。所以,茶的健康属性是驱动国际国内茶叶消费的核心动力,要把茶与健康研究的成果融入我们的生活。


茶的核心健康属性主要包括:延缓衰老(包括容颜衰老、记忆力智力衰退、代谢机能下降等)、调节代谢(包括糖代谢、脂质代谢、蛋白质代谢等)、调节免疫力。期盼人们爱上茶,我们倡导24小时的茶生活方式。只有让茶走进人们生活的每一分钟,茶的空间才会越来越大,茶的价值才会越来越高,茶的规模才会越来越大。


“杭州指数”为产业运行提供数据支撑

为全面掌握和反映我国茶产业运行情况,探寻与揭示产业运行规律,满足政府、企业、茶农、科研机构等主体对产业发展基础数据的需求,在中国国际茶叶博览会组委会的指导下,国家茶叶产业技术体系、中国农业科学院茶叶研究所、浙江工商大学、杭州市发改委通力合作,共同承担了“中国茶产业杭州指数”(简称“杭州指数”)的编制工作。


2021年报告的数据来源,茶青数据来自116个主产县的416个初制加工厂,干茶批发数据来自18个产地批发市场的92个经营户,报告期是2021年2月6号到4月20号。主要结论如下:


今年茶青价格总体呈震荡上升走势。


近年来,由于春季气温回升较快,茶青上市比往年期早。2月6号广西观测点就开始上市,整个报告期固定观测点累计交易量是1608万公斤,交易额9.6亿元,交易均价59.6元每公斤。


同比价格指数方面,今年茶青同比价格指数是138.7%,同比增长了38.7%。从走势来看,总体呈震荡上升趋势,后期的涨幅要高于前期,前期是在110%—146%之间震荡,而后期是在144%—165%之间震荡。


从分省看,有14个省茶青同比指数高于去年,有2个省略有下降。


从交易量来看,交易量指数是91.4%,同比略有下降,主要可能是初期跟后期的降幅比较大。


从分省来看,10个省茶青交易量高于去年,1个省持平,5个省低于去年。从占比来看,湖北、四川、贵州、福建、浙江5省排前五位,而这5个省交易量占了总交易量的70%。


第二,产地干毛茶批发交易额涨幅较大。


报告期内固定观测点累计交易量是175.3万公斤,交易额为4.9亿元,交易均价为279.5元每公斤。其中绿茶占了交易量的84.9%,交易额的93.9%。


从同比价格指数看,同比指数是108.1%,比去年同比上涨8.1%。总体来看,前期都是比较高的,后期略有下降。


从茶类看,绿茶同比价格指数是109.8%,红茶基本持平,99.1%,黑茶100.8%,略有上涨。


从交易量来看,同比交易量指数是135.5%,同比上涨35.5%,特别是初期涨幅很大,主要是因为去年受疫情影响,前期很多批发市场没有正常营业,所以增幅比较大。


从茶类来看,绿茶同比交易量指数为145.6%,红茶是97.6%,黑茶是209.1%,黑茶有比较大的增长,去年受到疫情等多重因素影响,交易量有较大萎缩,所以今年涨幅比较大,但对比历史数据,当前仍处于恢复性增长阶段。

In 2020, the area of tea gardens, tea output and output value in Zhejiang reached 205,000 hectares, 191,000 tons and 23.86 billion yuan respectively, all hitting record highs. The total transaction volume and transaction value of tea in the province reached 156,000 tons and 23.55 billion yuan respectively. The annual export volume of tea reached 146,000 tons, and the export value was 447 million US dollars, ranking first in the country, especially green tea, which accounted for half of the country's total export volume and export value.


Fourth, the brand effect is prominent. There are more than 40 tea regional public brands, and a number of regional advantageous brands such as West Lake Longjing, Anji White Tea and Dafo Longjing have emerged. Driven by the brand, the planting efficiency of tea has increased year by year, and the average output value per mu of tea gardens in the province has reached 8,359 yuan.


Fifth, the whole industry chain is booming. Tea intensive and deep processing continues to grow. In 2020, the number of tea intensive and deep processing enterprises in the province will increase to 111, using 206,000 tons of tea, with an output value of 4.37 billion yuan. The extended functions of tea leisure, tea tourism, tea health preservation and tea experience have been continuously expanded, and a number of tea industry characteristic towns such as West Lake Longwu Tea Town, Songyang Tea Town, and Pan'an Ancient Tea Farm Cultural Town have been cultivated. The province's output value of tea-related tertiary industry reached 9.11 billion yuan. The rapid development of tea e-commerce, the sales of online tea products will exceed 700 million yuan in 2020.


Standing on a new historical journey, Zhejiang tea industry will focus on green, ecological and efficient, and take China International Tea Expo as an important platform to give full play to the advantages of Zhejiang's rich tea-related resources, leading technology, talent gathering, market focus, and cultural activity. In order to fully grasp and reflect the operation of my country's tea industry, explore and reveal the law of industry operation, and meet the needs of the government, enterprises, tea farmers, scientific research institutions and other subjects for basic data on industrial development, under the guidance of the China International Tea Expo Organizing Committee, the national The tea industry technology system, the Tea Research Institute of the Chinese Academy of Agricultural Sciences, Zhejiang Technology and Business University, and the Hangzhou Development and Reform Commission have worked together to jointly undertake the compilation of the "China Tea Industry Hangzhou Index" (referred to as the "Hangzhou Index").


The data sources for the 2021 report, the tea green data comes from 416 primary processing plants in 116 main producing counties, and the dry tea wholesale data comes from 92 operators in the wholesale markets of 18 origins. The reporting period is from February 6, 2021 to April 20. The main conclusions are as follows:


This year, the price of green tea has generally shown a fluctuating upward trend.


In recent years, due to the rapid rise in temperature in spring, tea greens have been listed earlier than in previous years. The Guangxi Observation Point was listed on the market on February 6. The cumulative transaction volume of the fixed observation point throughout the reporting period was 16.08 million kilograms, the transaction volume was 960 million yuan, and the average transaction price was 59.6 yuan per kilogram.


In terms of the year-on-year price index, the year-on-year price index of tea and green this year was 138.7%, a year-on-year increase of 38.7%. From the perspective of the trend, the overall trend is volatile and rising, and the increase in the later period is higher than that in the earlier period.


From the perspective of provinces, 14 provinces have a year-on-year tea green index higher than last year, and 2 omissions and declines.


From the perspective of transaction volume, the transaction volume index is 91.4%, a slight decrease year-on-year, which may be mainly due to the relatively large decline in the initial stage and the later stage.


From the perspective of provinces, the transaction volume of tea and green in 10 provinces was higher than last year, 1 province was the same, and 5 provinces were lower than last year. In terms of proportion, Hubei, Sichuan, Guizhou, Fujian, and Zhejiang rank the top five, and the transaction volume of these five provinces accounts for 70% of the total transaction volume.

In terms of the year-on-year price index, the year-on-year index was 108.1%, an increase of 8.1% year-on-year. On the whole, it is relatively high in the early stage, and slightly decreased in the later stage.


From the perspective of tea, the year-on-year price index of green tea was 109.8%, that of black tea was basically the same at 99.1%, and that of dark tea was 100.8%, a slight increase.


In terms of transaction volume, the year-on-year transaction volume index was 135.5%, an increase of 35.5% year-on-year, especially the initial increase was large, mainly because many wholesale markets did not operate normally in the early stage due to the impact of the epidemic last year, so the increase was relatively large.


From the perspective of tea, the year-on-year transaction volume index of green tea is 145.6%, that of black tea is 97.6%, and that of black tea is 209.1%. Dark tea has a relatively large growth. Last year, affected by multiple factors such as the epidemic, the transaction volume has shrunk greatly, so The increase this year is relatively large, but compared with historical data, it is still in the stage of recovery growth.
